Position Summary

We are seeking a highly skilled and results-driven Senior Platform Developer with deep expertise across Oracle’s cloud technology stack. The ideal candidate will play a critical role in driving full-stack development, contributing to enterprise cloud architecture, and ensuring the successful delivery of secure, scalable solutions for high-impact public programs such as Weatherization, STARS, CSBG, PIPP. This position demands advanced proficiency in Oracle Engagement Cloud (Fusion) , Oracle Intelligent Advisor (OIA) , Oracle Visual Builder Studio (VBS) , Oracle Cloud Infrastructure (OCI) , and Oracle Identity and Access Management (IDCS) .

Additionally, strong technical capabilities in JavaScript , Groovy Scripting , and Postman are essential, along with experience in Oracle Transactional Business Intelligence (OTBI) and Oracle Business Intelligence Publisher (BIP) . The role requires exceptional engineering acumen, collaboration across cross-functional teams, and strict adherence to enterprise-grade SDLC methodologies.

Key Responsibilities

Application Design & Development

• Develop and enhance Oracle Fusion/Engagement Cloud components including data models, application flows, dynamic UI elements, business rules, and custom logic using Groovy and JavaScript.
• Experience in best practice Datawarehouse third normal form design (Boyce-Codd/Inmon), and DataMart denormalized design (Kimball) patterns/architecture/fundamentals.
• Architect and implement end-to-end workflows using Oracle Intelligent Advisor, including rules-based decisioning, policy modeling, and seamless integration with Service Cloud and Engagement Cloud.
• Experience implementing enterprise level design patterns included operational data store for automated self-healing and dynamic recovery processing.

Cloud Infrastructure & Integration

• Configure and maintain environments within Oracle Cloud Infrastructure (OCI), ensuring high availability, secure connectivity, and performance optimization.
• Integrate internal and external systems via secure REST and SOAP APIs using tools such as Postman, ensuring compliance with data exchange standards and security protocols.
• Leverage Oracle IAM (IDCS) for federated identity management, single sign-on (SSO), role-based access control (RBAC), and secure application provisioning.

Analytics & Reporting

• Build comprehensive analytical models and dashboards using Oracle Transactional Business Intelligence (OTBI) and Oracle BI Publisher (BIP).
• Define subject areas, KPI metrics, custom report templates, and complex data extracts for operational reporting, compliance, and audit support.
• Experience in implementing advanced enterprise level resource patterns architecture such as normalized and denormalized integrations from stage through the enterprise ecosystem and back out roundtrip to the calling microservice, procedure, agent, application, etc.

DevOps & Release Management

• Utilize Azure DevOps (ADO) to manage CI/CD pipelines, maintain source control repositories (Git), perform versioning, and track user stories, defects, and feature enhancements.
• Ensure high-quality, automated delivery of application components through robust testing, code review, and deployment validation practices.
• Advanced knowledge and experience implementing YAML files usage for programmatic control flow branching within ADO/Jira CI/CD pipelines.

Programmatic Support & Business Alignment

• Support the development, enhancement, and technical sustainability of systems supporting federal and state-funded energy and community service programs, including:
• Weatherization
• Single Tracking and Reporting System (STARS)
• Community Services Block Grant (CSBG)
• Percentage of Income Payment Program (PIPP)
• Translate business requirements into technical solutions that are maintainable, scalable, and performance optimized.
• Collaborate with project managers, product owners, business analysts, and stakeholders to align deliverables with mission-critical objectives.
• Understand how to derive composite business natural keys from SMEs for leadership signoff before integrating within internal system surrogate keys.

Documentation & Governance

• Produce and maintain detailed technical documentation including solution designs, architecture diagrams, code artifacts, integration specifications, deployment procedures, and knowledge base articles.
• Ensure solutions comply with internal standards, government regulations, and industry security practices.
• Experience implementing Data Governance, from creating requirements narratives, downstream programmatic controls, and automated governance audit reports (ie HIPAA, SOX, NIST, GDPR, etc).

Minimum Qualifications

• Education: Bachelor’s degree in computer science, Software Engineering, Information Systems, or a closely related field. Equivalent professional experience may be considered.
• Professional Experience: Minimum of 3 years of progressive professional experience in full-stack application development within Oracle Cloud ecosystems.

Technical Proficiencies:

• Oracle Fusion/Engagement Cloud – custom objects, REST/SOAP API integration, application composer
• Oracle Intelligent Advisor – rules authoring, integrations, interview flows
• Oracle Visual Builder Studio – UI/UX development using Groovy and JavaScript
• Oracle Cloud Infrastructure (OCI) – provisioning, networking, monitoring, resource management
• Oracle IAM (IDCS) – identity federation, authentication protocols (OAuth2, SAML)
• Oracle Transactional BI and BI Publisher – report development, data modeling
• Postman – API testing, collection automation
• Azure DevOps – source code management, CI/CD pipelines, Agile boards

Domain Experience:

• Hands-on experience developing or supporting government program applications (Weatherization, STARS, CSBG, PIPP)
• Strong grasp of compliance and documentation requirements in public sector environments

Preferred Qualifications

• 3+ years of continuous hands-on experience across Oracle Fusion tools as listed above
• Demonstrated ability to estimate and manage the complexity, scope, and timelines of technical workstreams
• Exceptional analytical and diagnostic skills with the ability to evaluate operational and procedural challenges and recommend optimal solutions
• Proven capability to build effective, collaborative relationships with multidisciplinary teams and non-technical stakeholders
• Strong written and verbal communication skills, with the ability to deliver complex technical concepts to executive and business audiences
