Job Description

We are seeking a detail-oriented and experienced Tower Permitting Specialist to support the preparation, submittal, and management of zoning and permitting applications for wireless infrastructure installations. The role requires front-end permitting expertise , a strong understanding of municipal processes and zoning codes , and familiarity with Eligible Facilities Requests (EFR) and FCC Section 6409 regulations . You will collaborate with internal teams and local jurisdictions to ensure all projects meet regulatory and construction requirements.

Key Responsibilities:

• Prepare and submit zoning and permitting applications for tower and small cell deployments.
• Monitor the status of applications, address jurisdictional inquiries, and provide timely responses.
• Interpret and review construction documents , evaluate jurisdictional feedback, and coordinate with A&E teams to update designs as needed.
• Draft and submit 30-day and 60-day shot clock letters in compliance with Section 6409 and FCC requirements.
• Communicate zoning and permitting conditions of approval to internal stakeholders.
• Maintain accurate records of applications, approvals, and communications in internal systems.
• Represent Crown Castle at municipal meetings and hearings to secure necessary entitlements.
• Act as a liaison between legal, engineering, and municipal teams to resolve complex permitting issues.
• Manage permitting payments , track costs, and ensure proper documentation for reimbursement visibility.
• Build and maintain strong relationships with local jurisdictions, municipal staff, and planning commissions.
• Participate in program planning meetings and support project scheduling from a permitting perspective.

Required Qualifications:

• Bachelor’s degree in Business, Urban Planning, Communications, or a related field — or equivalent work experience.
• Minimum 2 years of experience in planning, zoning, permitting, or land use — preferably in telecom or infrastructure-related industries.
• Front-end permitting experience is REQUIRED , including application submission and coordination.
• Working knowledge of Section 6409 and Eligible Facilities Requests (EFR) is MANDATORY.
• Experience working with local governments and jurisdictions to secure site entitlements.

Preferred Qualifications:

• Experience in the wireless or telecommunications industry .
• Familiarity with municipal zoning codes, entitlement processes , and public meeting participation.
• Understanding of construction plans, surveys, title documents , and site development workflows.
• Strong project management and problem-solving skills.
• Excellent written and verbal communication abilities.

Working Conditions:

• Primarily office-based (95%) with hybrid work flexibility.
• Occasional local travel (<5%) to municipalities for in-person submissions or meetings (mileage covered).
