Job Description:

  • The Executive Program Manager (EPM) is the responsible manager for all matters related to the execution of a complex, high visibility systems engineering contract.
  • The EPM reports directly to NDTI's President. Serves as primary interface and point of contact with Government program authorities on technical, programmatic and financial matters in concert with the contract Chief Engineer.
  • Oversees execution of all aspects of the contract requirements.
  • Provides oversight and guidance for subcontractors and contract consultants.
  • Ensures compliance and enforcement of corporate policies and management processes.
  • Ensures contract management and financial management functions are in compliance with contract requirements.
  • Provides open-door leadership and mentoring for employees and supports performance resolutions; ensures a positive work culture/working environment.
  • Participates in recruiting and staffing functions.
  • Manages acquisition and employment of program/project resources.
  • Mitigates and resolves elevated programmatic, technical, or contractual risks and issues.
  • Briefs status and recommends COAs to senior executive management as required.
  • EPM may travel quarterly for non-local employee engagements.

Education/Experience :

  • Due to the sensitivity of contract requirements, U.S. Citizenship and TS security clearance is required.
  • MS or MA degree in Business Management or Relevant Technical Discipline OR Bachelor’s Degree and an additional four (4) years of experience may be substituted for MS or MA degree.
  • Minimum twelve (12) years of professional experience in Defense Acquisition (DAWIA workforce member)
  • Three (3) of the required 12 years of professional experience must be in support of Navy Acquisition Management.
  • Minimum of three (3) years supervisory experience.
  • Demonstrated experience building and leading large and complex technical programs with responsibility for cost, schedule, scope and performance.
  • Demonstrated experience to effectively provide guidance, direction and supervision in all areas of complex contracted efforts such as program management, systems engineering, major system acquisitions, and financial management.
  • Demonstrated knowledge of and experience with the requirements of the DoD 5000 series
  • Demonstrated ability to work with large and diverse teams (300+ staff)
  • Demonstrated knowledge of acquisition policies and procedures
  • Demonstrated knowledge of DoDI 5000.02

Certifications:

DAWIA Level 3 Career Field Certification(s) related to acquisition, contracting or program management or equivalent

Desired Skills:

  • Active Security Clearance clearable to TS/SCI
  • ACAT III or higher-level Program Office experience
  • Military aviation experience
  • DoD Contracting Experience
